Hellion was one of many in their programme. An experimental subject manufactured to their exacting specifications in shadow labs somewhere under London. Most of the resulting children were rejected as they didn’t manifest the magical talent they were looking for. It’s probably best not to dwell too hard on where those missing children ended up! Anyway, Hellion was special and they somehow recognised her potential long before her magic actually manifested.
The manipulation didn’t end with her birth. Over the next fifteen years they tested and refined her genetic make-up, striving to achieve some twisted vision of a living weapon that would serve their ends, prosecuting their will against other infected and anyone else that dared to oppose them. Never underestimate her though, a weapon she may be, but she is an intelligent and resourceful young lady and she is liable to turn on her wielder, as indeed she did…
